Defence Supply Chain: Resilience Begins with System Design
Supply chain management in the defence environment is not simply a logistics task. It determines delivery capability, programme stability and operational readiness – under high regulatory complexity, increasing time pressure and rising demand.
The defence environment clearly shows how quickly traditional approaches to supply chain management can reach their limits. The greatest risks do not necessarily arise with individual suppliers. Their causes often lie deeper: in a lack of transparency, non-integrated systems, organisational breaks and unclear responsibilities.
The decisive question is therefore not only: Can a supplier deliver? But rather: Is the entire supply chain set up in such a way that risks can be identified early, sound decisions can be made and programmes can be managed reliably even under high pressure?
Rising demand meets limited resources
The demands placed on defence supply chains are increasing. At the same time, capacities, skilled personnel and existing supplier structures are under pressure. Rising demand therefore meets limited resources. For companies, this means that delivery capability cannot be secured through short-term operational measures alone. The more complex programmes and supply chains become, the more important end-to-end management across company and supplier boundaries becomes. Particularly in tier-n structures, dependencies can arise that are barely visible at first glance but can have a significant impact on schedules, production and programme stability.
What really slows defence supply chains down
The key challenges are often structural. A lack of transparency regarding parts, suppliers and status, as well as breaks between development, procurement, production and logistics, are common issues. Non-integrated tool landscapes instead of a consistent data foundation and unclear responsibilities along the supply chain from tier-n to OEM further compound the problem. This combination makes genuine end-to-end management difficult. Information may exist, but it is distributed across different systems and areas of responsibility. Dependencies sometimes only become visible once they are already affecting schedules or delivery capability. The underlying problem is therefore often not operational, but structural.
Defence adds another layer of complexity
The specific conditions of the defence industry add further complexity. High regulatory requirements, strict specifications, certifications and evidence obligations shape all processes. At the same time, complex development programmes run for years. Hardware and software are closely interconnected and require continuous coordination. Requirements for quality and traceability are also increasing: products and processes must be verifiable, documentable and auditable. Under these conditions, supply chain management cannot be considered separately from development and the system landscape.
A practical example: when a lack of integration jeopardises delivery capability
An example from one of our projects shows how strongly these interdependencies can influence actual delivery performance.
A tier-1 supplier was unable to reliably meet agreed delivery volumes and deadlines. The primary cause was not the market or a shortage of individual components. The decisive factors were a lack of end-to-end visibility and insufficient system integration.
The challenge therefore could not be solved at supplier level alone. Instead, it required a holistic view of critical supply chain paths, systems, development and management.
Thinking about supply chain holistically – from development to operations
Our approach therefore considers defence supply chains end-to-end: from development through to operations.
In the project, critical supply chain paths were identified through tier-n analysis and redundancy and dual-sourcing strategies were developed. At the same time, an integrated management model including PLM and ALM was established.
Operationalisation extends into programmes and plants. Another important component is the active qualification and enablement of the teams involved. This does more than address individual bottlenecks. It creates a structure that makes it easier to identify and manage risks and dependencies across the entire supply chain.
Connecting hardware, software and supply chain
Especially in complex defence systems, it is not enough to view the physical supply chain in isolation.
Hardware and software development, the product lifecycle and the supply chain influence one another. Changes in one area can directly affect components, schedules, certifications or production processes.
By linking hardware/software development with the supply chain and integrating ALM and PLM structures, a more consistent information and management foundation is created. Supply chain management therefore becomes an integral part of overall system and programme design.
From more stable delivery capability to more robust programme launches
An integrated approach affects more than individual delivery dates. The objective is greater overall resilience and manageability.
The impact includes stable delivery capability even under high volatility, more robust programme and production launches, fewer disruptions and interruptions, and faster, more predictable development. At the same time, manageability and decision-making capability increase.
For the project described here, this meant significantly more stable delivery performance, fewer disruptions along the supply chain and considerably more robust programme launches.
Resilient defence supply chains are built before a crisis
The key insight is that resilience does not begin only when supply bottlenecks occur. It must be embedded beforehand in structures, systems, processes and responsibilities. Transparency across tier-n structures, consistent data, integrated management models and enabled teams create the foundation for remaining capable of action even as complexity increases.
Resilient defence supply chains are not created in crisis mode, but through systematic design, integrated management and enabled organisations.
